SCL vs PSE rebates, side by side
You don't choose — your address does: check your electric bill. SCL customers get instant equipment discounts at purchase ($300–$600 by HSPF2 tier) and, for oil homes, Seattle Clean Heat's $2,000–$6,000. PSE customers get conversion rebates ($1,500–$2,400 electric, $3,000–$4,000 gas, $1,500/$2,400 hybrid) with efficiency minimums and, from April 2026, installer-network requirements.

If you're SCL…
The instant discount means the money lands at purchase with no rebate paperwork chase — but only through participating contractors, so verify that before signing anything. Oil-heated Seattle homes should read the Clean Heat guide next; it's the strongest single program in the market. SCL territory also means electric-rate exposure on heat pumps (SCL +5.4%/yr in 2025–26) — efficiency tiers matter more as rates climb, which is why HSPF2 selection belongs in every estimate conversation. Confirm your contractor is on SCL's participating list before you count the discount in your budget.
Puget Sound Energy territory
If you're PSE…
The conversion rebates are bigger but conditional: efficiency minimums (ducted ≥8.1 HSPF2, ductless ≥9.5 for gas conversions), existing single-family homes, gas capped on full conversions, and network-installer requirements from April 2026. An honest bid names the program, the qualifying model, and who files. PSE's smart-thermostat rebate ($75/$175 income-qualified) is an easy add-on in this column that SCL doesn't currently match.
Questions homeowners ask about this choice
How do I know which utility I have?
Your electric bill says — and in our service area the split is genuinely street-by-street in places (Burien has both). SCL serves Seattle plus parts of Burien and Shoreline; PSE serves most of Burien, Des Moines, and south King County. We confirm territory as part of every heat pump estimate.
Can SCL and PSE money stack?
Not with each other (you have one electric utility), but other layers can join: Seattle Clean Heat rides on SCL territory for oil homes, and WA HEAR (income-qualified, administrator-dependent) can appear in either column. The federal IRA rebates were still not launched in WA as of July 2026 — and the federal 25C tax credit ended for 2026 installs; beware ads still selling either.
What if my installer isn't in PSE's network?
From April 2026, PSE conversion rebates require installation by a PSE Trade Ally / Recommended Energy Professional — a non-network install forfeits the rebate regardless of equipment. Ask directly; 'you can apply afterward' is not an answer.
What if I have gas from PSE but electric from SCL?
Common in Seattle proper — dual-fuel territory. Heat pump rebates follow your electric utility (SCL instant discounts); gas conversion rebates follow PSE when you're displacing gas heat. Dual-fuel hybrid installs can qualify for PSE's hybrid rebate ($1,500/$2,400) while SCL instant money applies to the heat pump equipment. Stack the programs explicitly in the bid — they don't auto-combine.
